Humanitarian Security Protection Permit (PPSH)

Foreign national in an irregular status since March 13, 2026, with a minimum continuous stay of one year in the country. If the person has left the territory during that period, they must not have remained outside the country for more than sixty (60) consecutive days.

Required Documents

  • Power of attorney authenticated by a notary and application submitted by a qualified attorney.
  • Two (2) passport-size photographs, with a white or color background.
  • Complete copy of the valid passport, authenticated by a notary.
  • Proof of address: notarized lease agreement, utility bill — electricity, water, cable, internet — or certification from the Community Judge.
  • Criminal record certificate from the country of origin in Spanish or translated by an authorized public translator, duly authenticated or apostilled.
  • Sworn statement of personal background.
  • Health certificate issued by a qualified professional.
  • Copy of the migrant labor registry requested before MITRADEL.

Minors

The notarized power of attorney must be granted by both parents or the legal guardian, accompanied by the document proving the relationship and a duly authenticated or apostilled letter of responsibility.
